Clerk to the Commissioners of Port Erin

Port Erin Commissioners are seeking an experienced and highly capable Clerk to the Commissioners to lead the effective management, governance and strategic development of the Authority. This is a senior and influential role with wide-ranging responsibilities, supporting the Board of Commissioners and delivering high-quality, cost-effective services for the Port Erin community. The Role; The Clerk is responsible for the overall leadership, management and coordination of the Authority, implementing Board policies and providing professional, informed advice across all functions. The role includes strategic planning, organisational development, partnership working and personal leadership of key projects as determined by the Board. Key Responsibilities; Provide strategic advice, guidance and recommendations to the Board. Prepare the annual Business and Strategic Plan and present the Annual Report. Lead, motivate and manage staff, ensuring high performance, compliance and conduct. Oversee governance, Standing Orders, Byelaws and regulatory compliance. Prepare agendas, attend meetings and committees, and produce accurate minutes. Work closely with the Responsible Financial Officer on budgets, financial control, contracts and tenders.
Manage statutory submissions, petitions and returns to Government departments. Represent the Authority on committees, forums and at civic, legal and public meetings. Maintain effective relationships with Isle of Man Government departments, emergency services, regulators and other Local Authorities.
Act as Data Protection Officer, Freedom of Information Officer and Complaints Handling Officer. Oversee housing stock, capital projects, leases, licences and contracts. Coordinate elections and act as Deputy Returning Officer. Lead media liaison and communications. Maintain confidentiality and propriety at all times.
Essential Requirements; Minimum 10 years’ leadership and people management experience. Proven strategic, operational and financial management capability. Strong communication, negotiation and problem-solving skills. Professional credibility, resilience and the ability to manage complexity. Desirable; Knowledge of Local Government or Manx planning legislation. Degree-level qualification or equivalent. Strong IT skills and commitment to professional development.
